I fully agree. Actually, that's what our implementation does now: it
simply ignores the RunningStatus.
But I still suggest to change the phrase in the Provision of Use of the
SetCursorShape action to

"NewCursorShape shall refer to an available CursorShape object."

because I think the term "active" referes to the (true) RunningStatus
attribute which is not set properly.
