I think this may cause confusion to people less intimate with the
standard.

There is always an active application when the engine is not idle.
When it is idle, there is never an active application. In other
words, the state of the engine is determined by the state of the
'current application'. I think it is important to note that the
engine can be in a state where no application is active.
