Note that the LinkEffect of a synchronous Links is not executed
"immediately" (= that would mean when the event occures) but only after the
execution of the ElementaryAction which generated the event that triggered
that Link has been completed. Therefore I do not see any such problem with
Launch. the text in chapter 53 already says now that not any LinkEffect, no
matter if generated by a synchr. or asynchr. event, needs to be executed
until Launch has been completed.

I do not think that such clarification is needed.
The Finnish NB has commented at least once to make chapter 53 more clear,
seams like this request was valid indeed.
