My understanding is that this provision of use concerns only Ingredients
that do have an content data attribute. I think this provision of use did
not intend to prevent the rectangle and hotspots to be prepared but rather
wanted to forbid the preparation of bitmap or other visibles which may have
a content if this content has not been specified yet. In fact, the
preparation of the object suppose the preparation of the content itself and
I think that in this case, it could be a problem for an engine if the
content were not specified.

My proposal would rather be to complete the provision of use to say :

"The Content attribute of the target Ingredient shall be different from
Null if this attribute can be encoded for the target Ingredient"

What do you think ?
