Preparation of Group

I have a question about the meaning of the behaviour preparation into
the Group Class.
The texte of the norme is written below.

Preparation
1. Apply the Preparation behaviour to all Ingredients of the Group that
have the InitiallyActive attribute set to True and to all Programs of
the Group that have the InitiallyAvailable attribute set to True in the
order that they are listed in the Items attribute.

2. Apply the Preparation behaviour as inherited from the base class.

What does the term 'Programs' means ?
1) Is it the Program Class ?
2) Is it something else ?

If answer 1) is true, Program is a Ingredient which it is called whith
the other Ingredients ??

My meaning is :
Apply the preparation behaviour to all Ingredients (except Programs) and
then apply the preparation behaviour to all Programs.
Is it right ?
