I agree. While chapter 51 of the IS doesn't explicitly mention it in section
II), it is not explicitly disallowed. And section 53.7 (Error Handling)
says:
In general, default error mechanism of the MHEG-5 engine consists in
ignoring the cause of the error and continuing to the next step.
and
More generally, any cause of error (e.g. in an elementary action) shall
result in ignoring that cause (e.g. the elementary action).
