Right, this is the behaviour needed do be implemented by current IS
engines. However, I doesn't really matter for all the actions if the
allowed range is defined to be [1...listSize]. This kind of
calculation is needed in the engines anyway.

First, I don't think that the group is ready to add new elementary
actions to MHEG-5. Agreed, there would be some parts where some new
actions would fit nicely, but leave this to the ammendment process.

In my opinion, MHEG-5 is to large anyway...
